Anyone these days can make a website. To get started you don't need any programming skills or money to get started. If you are willing to put into action on what you learn over time you can see results.
In order to get started with affiliate marketing you need to treat it like a real business. What plan do you have in place? What products are you going to promote? How will you promote them? What type of value will you bring so then companies will pay you? Having a plan is the first step.

Chances are you are just getting started and you don't have that much money to throw around. If you do have money to throw around you can see results quicker but keep in mind if you don't know what you are doing you can lose money quickly.
But if you don't have money to get started keep in mind that it will take about 6-12 months to see results. Affiliate marketing is not a get rich quick scheme.
Re-investing In Your Business
Once you start seeing money coming in you could take that money and re-invest. You could outsource content creation, spend on advertising to give your site more exposure, purchase legitimate training programs to advance your skills, etc.
